Justin oversees MAD Global Strategy’s Trenton lobbying operation, bringing deep expertise in government, policy, and politics to provide strategic counsel and help clients navigate complex challenges at the state and regional levels.

In January 2027, Justin was confirmed by the New Jersey Senate as a Commissioner of the Gateway Development Commission (GDC), having been appointed by Governor Phil Murphy. He also served on New Jersey Governor Mikie Sherrill’s Transition Team Interdisciplinary Advisory Task Force, helping shape policy priorities at the outset of the administration.

Prior to joining MAD Global Strategy, Justin served as Chief of Staff and Assistant Commissioner for Transportation Policy at the New Jersey Department of Transportation, following five years as Governor Murphy’s Deputy Chief of Staff for Legislative Affairs. In those roles, he played a central part in advancing the Governor’s legislative, transportation, and infrastructure agendas.

Justin has also served as Senior Advisor to Murphy for Governor and the New Jersey Democratic State Committee (2021), Labor Director for Victory 2017, and Chief of Staff to Assembly Budget Chairman Gary S. Schaer from 2013 to 2017. Earlier in his career, he was the New Jersey Political Coordinator for 1199 SEIU and Chief of Staff to Assemblywoman Annette Quijano. He previously served as Chairman of the State House Commission as the Governor’s representative.

At the local and regional level, Justin previously served on the Bordentown City Planning and Zoning Board and is currently a member on the New Jersey State Committee of the Regional Plan Association. He is also a former national board member and founding member of the New Jersey Chapter of New Leaders Council, a leadership and professional development organization.

Justin is a proud graduate of Penn State University.
